Spencer has extensive experience in strategic and project focussed assessment and appraisal, along with international commercial experience.


Formerly the EIA Team Leader at Hyder Consulting (London), he authored Environmental Statements on the London Congestion Charge, Poole Waterside Regeneration, as well as a number of road schemes for the Highways Agency. He then joined Greenbang.com, a green technology publication, and ran a consulting team specialising in Smart technology and sustainability research, producing white papers for Bluechip clients.


He has more recently delivered leisure and entertainment projects in Montenegro and Croatia, and has just finished a term as European project manager for a Qatari leisure group where he was responsible for technical procurement and implementation.


Spencer has returned to development planning with CampbellReith and has been appointed as Associate with particular responsibility for the Environmental Management disciplines. These include such elements Environmental Impact Assessment (EIA), pre-planning application reporting, environmental design and risk management, and Planning, Design and Access Statements.


As a begrudgingly ex-rugby player, Spencer fills this void in his life with cycling (road and mountain), shooting, and martial arts. He is also qualified as an exercise physiologist and sports biomechanist. It remains to be seen whether his “retirement” will last.
